Spain accelerated the photovoltaic layout,25GW capacity was approved

The Spanish Ministry of Ecological Transformation (MITECO) announced that it has officially approved the construction of close to 25GW of solar photovoltaic capacity in Spain, marking a solid step forward in the country's renewable energy sector.

The approved solar PV projects have a total installed capacity of 24,870 MW, spread across 239 different projects. Notably, MITECO issued Administrative construction authorizations (Aacs) for a total of 283 renewable power generation projects, with solar projects accounting for the vast majority of contracted capacity, up to 90 percent.

MITECO is primarily responsible for reviewing projects that exceed 50MW in size or span multiple autonomous regions. At present, 428 renewable energy projects have started the AAC process, which means that 66% of the projects have been successfully authorized by MITECO, laying a solid foundation for subsequent construction and operation.

According to Royal Decree No. 23/2020, all projects approved by AAC have been granted grid-connection rights between December 31, 2017 and June 25, 2020, while the deadline for approval has been set at July 25, 2024. To ensure that authorization is not lost, all projects approved by the AAC will be commissioned within three years, which will greatly contribute to Spain's ambitious target of 76GW of installed PV capacity by 2030.

Although not all projects will ultimately be successful, the advancement of this batch of projects will undoubtedly inject strong momentum into the new installed capacity of large-scale terrestrial PV in Spain. Last year, Spain's new terrestrial PV installed capacity has reached 5.6GW.

Spain's installed PV capacity is expected to exceed 25.5GW by the end of 2023. However, to meet the targets set out in the National Energy and Climate Plan (NECP), an additional 50GW of installed capacity will be needed in the coming years.

MITECO estimates that all renewable energy projects approved this month will require investments of more than €17 billion ($18.4 billion), while solar PV alone will create more than 260,000 jobs and have a significant positive impact on Spain's economic and social development.

Earlier this week, MITECO also published guidelines for renewable energy and storage manufacturing initiatives. The program, which will provide €750 million in funding through the Spanish Recovery and Recovery Program, aims to incentivize the production of equipment and components for technologies such as solar modules, cells and electrolyzers, further boosting innovation and development in the field of renewable energy in Spain.

However, it is worth noting that this is not the first time MITECO has approved solar PV projects in bulk. Last year, 132 projects (with a total capacity of nearly 25GW) received favorable environmental decisions. These projects were also connected to the grid between December 31, 2017 and June 25, 2020, while the deadline for environmental approval was January 25, 2023.

However, shortly after the announcement, in January 2023, some in the industry began to worry about a shortage of design, procurement and construction workers, which could affect the smooth completion of these projects. Therefore, while accelerating the layout of photovoltaic, Spain also needs to pay attention to and solve the bottleneck of talent in the industrial chain.
