On July 28th, according to foreign media reports, the German Federal Network Agency launched the second round of ground solar project bidding for 2025, with a total installed capacity of 2.27 GW.
Bidders are required to submit their bids by July 1st, 2025. The highest unit price for the participating photovoltaic projects is 0.068 euros per kilowatt-hour (0.077 US dollars, approximately 0.551 yuan).
It is known that the German Federal Network Agency is still awaiting the approval of the "Solar Package 1" by the European Commission. This plan aims to accelerate the deployment of solar energy.
Once the plan is approved, the maximum capacity limit for individual ground photovoltaic projects will be raised from 20 MW to 50 MW, and measures specifically for special types of photovoltaic systems such as elevated agricultural photovoltaic, parking lot photovoltaic, marshland photovoltaic, and floating photovoltaic will be introduced: setting higher price ceilings for special solar projects such as elevated agricultural photovoltaic, parking lot photovoltaic, marshland photovoltaic, and floating photovoltaic, and introducing priority allocation quotas for special solar devices.
The German Federal Network Agency stated that if the above measures are not approved by the European Commission before the bid deadline (July 1st, 2025), the new measures will not be applied to the current ongoing bidding round.
In addition, in the previous round of bidding, the German Federal Network Agency received a total of 420 bidding projects with a combined capacity of 3.839 GW, which was much higher than the 2.625 GW of the provided bidding capacity.
Ultimately, 271 projects were awarded, with a total capacity of 2.638 GW, slightly higher than the originally planned scale. Overall, Germany's goal is to allocate 9.9 GW of ground-based photovoltaic projects through three rounds of tenders by 2025.
