Recently, the Palmira III Photovoltaic Project undertaken by PowerChina has successfully obtained the Final Handover Certificate issued by the client, marking the full completion of construction works and two-year operation and maintenance (O&M) tasks, and realizing a closed-loop full cycle covering construction, operation & maintenance and handover.

As the first PV power station invested, constructed and successfully handed over by PowerChina in Colombia with high-quality delivery, the project sets a new benchmark for the Group’s deep cultivation of green energy markets across Latin America.

Adopting a standardized EPC general contracting model, the project features an AC installed capacity of 9.9 MW and a DC installed capacity of 12.56 MW, capable of steadily supplying clean electricity to local communities. The project achieved substantial completion on March 1, 2024, and immediately entered a two-year professional O&M phase.

During the O&M period, the project management team fully embraced the localization development philosophy. On-site mentoring and technical training were delivered across construction, commissioning and daily operation shifts, fostering a cohort of local engineers proficient in site operating conditions and PV plant maintenance expertise. This move significantly boosted the localized operational capacity of the facility and built up a talent pool to support the Group’s subsequent expansion of new energy businesses in Colombia.
